Part one
The lateral
The lateral is the line that runs from the new sewer in the street onto your property. It is excavation work rather than plumbing work, which is why it is a separate trade from the connection at the house.

The house connection
The house connection is the work that ties your home's plumbing into the new lateral. In Connecticut that is licensed plumbing work.

Why it is one price
You are not the general contractor
Split across two companies, this job would normally mean two site visits and two estimates to compare. The point of the free site visit is that you get a single price covering both parts, and one place to call about it.
That price can then be locked in for three years.
